COLLEGE RULES

(For both J.K.B.KGovt. College and J.K.B.K junior College)
(A)General Rules
1. UNDERTAKING: Admission is allowed on the grounds of merits and conduct of a student. Admission on to the college cannot be claimed as a matter of right. Before a student is admitted into college he/she and his/her guardian shall have to sign an undertaking in the proper form to the effect that he/she shall abide by the rules of the college.
2. ADDRESS: Each student must register in the college the address at which he/she lives. The student must also inform the office in writing at once, in case of any subsequent change of address.
3. APPLICATION: All written application shall be handed over to the Head clerks who will place them before the principal. The principal does receiver applications from students directly.
4. ACTIVITY: Student of the  college are forbidden(i) to belong to any outside Athletic Club or any  other  type of  club or society or (ii) to play from  any team other than college them without previously taking  the permission of the principal in writing.
5. PERMISSION: When a team of students is deputed by the College to go out of station, Student and members of the staff accompanying the must obtain permission from the principal before their departure from Cuttack.
6. CERTIFCATE: Conduct certificate university make sheet shall be issued on payment of   Rs 21-. For duplicate transfer certificate an additional amount of Rs 3/-is to be paid along with an affidavit and an undertaking to the effect that the original T.C was not used for securing admission into any other educational institution.
7. INENTITY CARDS : Students should always keep  their  identity cards  with  them  which  will  entitle them  to  all privileges  of the  college . Id entity card must be produced as and when asked for. Anyone who fails to produce the identity card on demand will be treated as a trespasser. Duplicate identity cards will be supplied to those who have lost the original identity cards on payment of a fee of Rs .15/- 
8. FEES: Fees are received at the college counter on the dates fixed for collection.
9. QUEUE: Student should stand in a queue at the library and office counters at the time of their work in those counters.
10. CLUB: No club or society can exist in the college without the approval of the principal.
11. HEALTH AND HYGIENE: Student shall abide by such hygienic principle and   submits them to such an epidemic procedure as would be laid down by the principal.
12. CYCLESTAND: Bicycles/ Motor cycle/Scooters must be padlocked and kept   in the place specified for parking they should not be parked on the college verandahs or corridors.
13. DISCIPLINE:

    • Spitting on the walls, floor, pillars, or doors of the college is strictly prohibited.
    •  Scribbling, pasting placards or posters of otherwise disfiguring college walls or boards is strictly prohibited.
    • Students are forbidden to loiter on the verandah when they have no classes to attend. They should not disturb other classes.
    •  Students are not allowed to enter the college office or principal’s room and staff common room without permission.
    • Tampering with the light and fan switches and fitting is a serious offence and will be dealt with severely.
    • Students should take their seats be for the teacher enters the class room and should not ordinarily leave their seats when the class is going on.
    • A student coming late and seeking permission to enter the classroom may be allowed to do so only at the discretion of the lecturer concerned.
    • In no circumstance shall teaching be interrupted by any student in the class. In case of misconduct in the classroom, disciplinary action will be taken by the principal on report of the teacher concerned.
    • A student will be promoted to the next higher class (i.e. from 1st   year, to second year) only if he scores a minimum percentage of mark (as decided by the Staff Council) in the Terminal/Annual/ Special Examination. The promotion of the student is withheld for willful absence in Terminal/Annual/ Special Examination.
    • Declaration of the results of the test examination and Annual non-payment of College dues.
    • Students are expected to participate in the extracurricular activities of the college but in all these meetings and cultural functions and at all places they should conduct themselves with decency and decorum. The uncommonly behaviors any student (such a living hall or room in the middle of meeting or shouting ect.) shall be considered as a sheet gross in indiscipline.
    •  Students and advised to, meet the principal after obtaining permission only in urgent cases. Before meeting the p-principal the students are required   to discuss their problems.
    • Students have the right to participate in elections to various societies held in conformity with democratic principles. In no circumstance   should they dabble in any party or group polities to the detriment of academic interests. Disciplinary action shall be taken against those students who are found guilty of the violation of the rule.
    • Every student should look to the college notice boards to get necessary information regarding all office orders, decisions and instructions given from time. Ignorance of a student due to negligence will not be accepted as an excuse.
    • Reports regarding undesirable activities on the part to the students will be communicated to the guardians for their information and necessary co operation in bring about the improvement of their wards.
    • It is the duty of the students to safeguard the property of their own Alma Mater and keep the building and the campus neat and clean. They must not displace or damage the furniture of the college. Any damage to the college property shall be viewed seriously and the student concerned shall be penalized.
       

    14. ATTENDANCEATLECTURES: Students have to attend

    1. General lectures
    2. Tutorial and /or practical Classes.

    They are advised to note the practical or tutorial groups to which they have been assigned. The name of every student is to be entered in the register for general lectures and in the concerned tutorial/ practical registers. It is the duty of the student to find out if his/ her name has been entered in the appropriate registers. In case he/she finds that his/her name has not been entered in the concerned registers, he/she should bring the fact at once to the notice of the office-in-charge of timetable in writing. No complaint  at a later stage that  a student fell short of the prescribed percentage of attendance  will be entertained on the ground that his/her name had not been entered in the appropriate registers in time.

    1. Each  year student is required  to attend in each  subject a minimum of 75% of lectures, practical and tutorials calculated  separately on order to be eligible  for promotion to  the next class or  for  being sent up for the examination. The university and council however may condone deficiency of attendance to the extent of 15% only in exceptional cases. The university and council may also grant a further condo nation to the extent of 5 per cent in case of those who represent the institution for any specific purpose to be recorded in writing. Students are advised not to absent themselves from the class, as otherwise they are liable to be detained irrespective of the performance in the examination.

    15. TIME-TABLE
    Time tables are provided to the students at the beginning of the session on production of Admission receipt or Identity card. Students are required to note the classes assigned to them and attend accordingly.
